Could the UK continue to receive EU funding after Brexit? The majority of EU funding is only available to its Member States. The UK has stated that it may wish to continue to participate in some of the EU programmes that welcome non-Member States, after 2020.
These are to support a range of activities including research synthesis, user engagement and new short-term research activity related to the process of the UK leaving the European Union. As Brexit has been delayed to end October, UK institutions are eligible to apply to host 2020 ERC Starting Grant applications. Although the 2020 ERC Work Programme is not yet published (expected in mid-July), we understand that the 2020 Starting Grant deadline will be in mid-October 2019. In a letter to the Home of Lords, Brexit minister David Davis claimed that the EU27 will only comply with lock residency rights for UK nationals in their nation of residence on the point of Brexit. In her speech to Parliament, Theresa Might reiterated that any agreement must be reciprocal because we must shield the rights of UK residents dwelling in EU member states too”. Only 20 per cent of grants were awarded to women, but this exceeded the proportion of applicants who were female (19 per cent). The maximum grant varies by grant type. An ERC grant can cover up to 100% of the total eligible direct costs of the research plus a contribution towards indirect costs.

Loss of ERC grants One area of particular concern to researchers is that, without associate membership, access to European Research Council (ERC) grants would be lost. During 2015-17, when just over €4.5 billion (US$5 billion) of European funding was secured for research and innovation activity in the UK, just over a quarter of European ERC grants support projects carried out by an individual researcher who can employ researchers of any nationality as team members.
